Global Expansion & New Computing Power: AiXel-Labs' Strategic Positioning in Hong Kong Amid the Computing Wave
On September 20, the "Intelligent Computing Genesis & Cloud Symbiosis" Sinnet Cloud Ecosystem Conference was held along the Fuchun River in Hangzhou, with AiXel-Labs Global Limited attending as an invited guest. The event brought together nearly 300 industry experts, investment institutions, and ecosystem partners.
Tom Lam, founder of AiXel-Labs, delivered a presentation centered on the theme "Global Expansion & New Computing Power," highlighting Hong Kong's strategic positioning within the global computing expansion sector. During the conference, Tom pointed out that going global requires overcoming three major hurdles: compliance boundaries, network performance and user experience, and local delivery. While Hong Kong can support organizations with solution frameworks, it cannot replace destination-country regulatory requirements and vendor authorizations.
Additionally, Hong Kong's inaugural Five-Year Plan (2026–2030) has integrated AI and computing power into its core development agenda. This encompasses the industrialization of AI, the application of AI across industries, and the Ta Kwu Ling computing hub, alongside annual initiatives such as professional matchmaking for global expansion, accelerator ecosystem development, and HKD 1 billion in AI R&D resource support.
However, Tom reminded enterprises that policy goals do not equate to ready-made project orders; subsidies must be applied for based on eligibility and approval processes, and partnership statuses are subject to official documentation. The strategic focus of AiXel-Labs is to provide services centered around application deployment and cross-border delivery, rather than merely promoting computing scale.
To address the needs of enterprises expanding globally, AiXel-Labs offers four key services that form a sustainable revenue model: commercial landing, investment matchmaking, industry-academia-research collaboration, and GPUs and models.
AiXel-Labs collaborates with resource providers, model teams, system integrators, and local channels planning their global expansion:
- Resource and technology partners provide verifiable conditions and participate in solution validation and delivery.
- AiXel-Labs coordinates demand matching, business alignment, and division of labor.
- Local partners handle end-user demand validation, localized implementation, and payment collection assistance.
Finally, Tom offered actionable advice on how to get started: select a paid pilot project first, clearly defining the customer, budget, use case, region, and responsible party. Using Hong Kong as a fulcrum—starting with a single genuine demand, one paid pilot, and one successful delivery—enterprises can transform global computing expansion into a sustainable commercial practice.

From “Funding Hub” to “Global Pivot”: How Hong Kong Empowers Tech Companies to Go Global
Tom Lam, Founder of AiXel-Labs, shared insights at the event
September 11, 2026: At the “Hong Kong Services: Empowering Tech Enterprises to Go Global” thematic sharing and matching session held at the Hong Kong Pavilion of the China International Fair for Trade in Services (CIFTIS), Tom Lam, Founder of AiXel-Labs, shared insights from his experience on how technology companies can leverage Hong Kong as a platform to reach global markets.
For any tech enterprise, product development is only the first step. From technological validation to recognition in overseas markets, from securing international investors to achieving commercial deployment, companies often face multiple hurdles, including market access, capital connectivity, and real-world scenario validation. Drawing on his extensive experience in tech investing and startup acceleration, Lam reflected on his investment journey. He noted that, in recent years, more Chinese tech companies are reassessing the real value of Hong Kong.
In the past, Lam said, many companies viewed Hong Kong primarily through the lens of IPO financing. Today, however, Hong Kong offers tech enterprises far more than a capital market. By establishing a presence in Hong Kong, businesses can engage with international investors, build global brand awareness, and validate their product capabilities through real-world business scenarios—laying a solid foundation for wider global expansion.
“Many companies are already thriving in their domestic market, but stepping onto the international stage requires answering a crucial question: Why should overseas investors, customers, and partners trust you?” Lam said. In his view, Hong Kong plays a vital role in helping businesses clear this phase of international validation.
“Leveraging Hong Kong to Go Global”: A Path to Broader International Markets
For many tech companies that have already proven their products in the domestic market, Hong Kong is often only the starting point. Lam pointed out that “leveraging Hong Kong to go global” is rapidly becoming a preferred pathway for enterprises exploring international expansion. Located at the crossroads of Eastern and Western commercial systems, Hong Kong maintains deep connections with global markets across finance, trade, and professional services.
For sectors such as healthcare and deep tech—where products require rigorous certifications and clear pathways to market access—Hong Kong can serve as an ideal launchpad before broader entry into international markets.
Using healthcare enterprises as an example, Lam explained that Chinese companies entering Hong Kong must navigate regulatory frameworks, procurement workflows, and commercial conditions that differ significantly from the mainland. While medical products on the mainland are designed around domestic regulations, Hong Kong operates within an independent healthcare system and procurement logic. Navigating Hong Kong, he said, provides a valuable rehearsal for aligning with international market standards.
“True global expansion demands more than product excellence; it requires a deep understanding of diverse market rules.”
A New Window for Tech IPOs: Capital Markets Are Learning to Value Innovation
Beyond market expansion, capital connectivity is a critical pillar of tech globalization.
Lam highlighted that Hong Kong’s capital markets have continued to optimize their listing mechanisms in recent years, offering expanded pathways for innovative enterprises in areas such as artificial intelligence, advanced manufacturing, and biotechnology.
The Hong Kong IPO market has maintained strong momentum through 2026. As of August 31, 106 companies had gone public, raising HKD 342.4 billion—a remarkable year-on-year increase of 153%. A+H share listings and the Chapter 18C route have been major contributors to this growth.
Within the tech sector, Lam noted, Hong Kong is pioneering new valuation models for cutting-edge innovations that traditional capital markets have often struggled to measure.
Citing several success stories, he pointed to AI chip developers such as BirEn Technology, multimodal large model pioneers such as MiniMax, and AGI leaders such as Zhipu AI, each of which has drawn investor attention through the Hong Kong Stock Exchange. “Many innovative technologies do not yet have traditional, mature profit models, yet capital markets are actively exploring how to price these enterprises,” Lam said. “The evolution of Hong Kong’s capital market reflects a broader shift in how the value of technological innovation is assessed.”
From Capital Connection to Industrial Deployment: Hong Kong Powers the Final Mile of Globalization
Lam emphasized that tech globalization cannot stop at the capital stage. “An IPO is not the finish line.” True globalization, he said, is not only about raising funding or entering a single overseas market; it is about successfully deploying technologies, products, and business models within new operating environments.
During the session, Lam reiterated that an increasing number of tech enterprises are adopting the “leveraging Hong Kong” strategy. By using Hong Kong to access international capital, professional services, and partnership resources abroad, companies can systematically complete product validation, market expansion, and business model localization as they move overseas.
He also noted that entering overseas markets exposes tech companies to unfamiliar local regulations, business cultures, and customer expectations. Relying solely on technological superiority is no longer enough to win globally. Companies must also tap into professional platforms and ecosystem resources to reduce friction and lower the costs of market entry.
From capital matchmaking and market validation to industrial execution, Lam concluded, Hong Kong is strengthening its role as an indispensable bridge—connecting Chinese tech enterprises with the world.
